공지 FDA Regulates the Safety of Bottled Water Beverages

FDA는 맛이 첨가된 생수와 영양소가 첨가된 생수를 포함한 모든 생수음료(bottled water Beverage)의 안전성을 규제함.

 

 

 

마시는 물의 안전성에 관련해서는 FDA(Food and Drug Administration)EPA(Environmental Protection Agency)가 맡고 있다.  EPA는 공공식수(수돗물)를 규제하는 반면, FDA는 생수(bottled drinking water)를 규제하고 있다.

 

FDA는 특히 생수(bottled water)에 대해서 CGMPs(Current Good Manufacturing Practices)를 채택하였으며, 생수 생산자에 대한 요구 사항은 다음과 같다 :

  • 생수를 병에 담는 공정은 위생적인 환경에서 이루어져야 한다.
  • 박테리아, 화학물질 및 기타 오염물질로부터 수원(Water Source)을 안전하게 보호 해야 한다.
  • 세균과 화학물질로부터 물의 안전성을 보장하기 위해 품질관리프로세스(quality control processes)를 운용해야 한다.
  • 원료인 물과 완제품 모두 오염물질에 대한 샘플링과 테스트를 진행해야 한다.

 

 

 

 

 

FDA는 식품 안전 프로그램에 따라 생수 제품(bottled water product)과 가공공장을 모니터링하고 검열한다. FDA에서 공장을 검열할 때, 해당 공장이 생수 제품과 원료의 물을 안전한 곳에서 공급 받고 있는지 확인하며, 또한 세척 및 살균절차, bottling 작업 등을 검열한다. 그 후 해당 공장의 생수 제품과 원료의 물을 오염물질에 대하여 분석할지 여부를 결정한다.

 

 

 

 

\"생수(Bottled Water)\"의 정의

FDA Labeling Rule에 따라, “Bottled Water”는 다음과 같이 Labeling 되어있는 제품이 포함됨 :

  • Bottled water
  • Drinking water
  • Artesian water
  • Mineral water
  • Sparkling bottled water
  • Spring water
  • Purified water

- distilled

- demineralized

- deionized

- reverse osmosis water

탄산이 첨가된 물, 소다수, 토닉워터(tonic water), 탄산수(seltzer)FDA의 청량음료(Soft Drink)로 규제되어 왔다.

 

 

 

 

맛이 첨가된 생수(Flavored Water)와 영양소가 첨가된 생수(Nutrient-Added Water)음료.

 

새로운 맛 또는 영양소가 첨가된 생수음료가 상점과 식당메뉴에 출시 되고 있다. 일부 제품은 단순히 생수(bottled water)에 맛(Flavor)을 첨가하거나, 비타민, 나트륨 및 칼륨과 같은 전해질, 아미노산 등 영양소가 첨가된 제품이다. 예를 들어, 제품명이 Berry Flavored Spring Water 와 같이 제품의 label(water)”이 강조 되어 있는 경우 해당 제품은 FDA의 생수에 대한 요구사항을 충족해야 한다. 또한 맛과 영양소가 첨가된 생수제품들은 FDA의 적용 가능한 모든 안전 규정을 준수해야 하며 성분리스트를 label에 기재해야 한다.

FDA Regulates the Safety of Bottled Water Beverages Including Flavored Water and Nutrient-Added Water Beverages

 

The Food and Drug Administration (FDA) and the Environmental Protection Agency (EPA) are both responsible for the safety of drinking water. EPA regulates public drinking water (tap water), while FDA regulates bottled drinking water.

 

FDA has set Current Good Manufacturing Practices (CGMPs) specifically for bottled water. They require bottled water producers to:

  • Process, bottle, hold and transport bottled water under sanitary conditions;
  • Protect water sources from bacteria, chemicals and other contaminants;
  • Use quality control processes to ensure the bacteriological and chemical safety of the water;
  • Sample and test both source water and the final product for contaminants.

FDA monitors and inspects bottled water products and processing plants under its food safety program. When FDA inspects plants, the Agency verifies that the plant\'s product water and operational water supply are obtained from an approved source; inspects washing and sanitizing procedures; inspects bottling operations; and determines whether the companies analyze their source water and product water for contaminants.

 

 

 

 

Defining \"Bottled Water\"

Under FDA labeling rules, bottled water includes products labeled:

  • Bottled water
  • Drinking water
  • Artesian water
  • Mineral water
  • Sparkling bottled water
  • Spring water
  • Purified water

- distilled

- demineralized

- deionized

- reverse osmosis water

Waters with added carbonation, soda water (or club soda), tonic water and seltzer historically are regulated by FDA as soft drinks.

 

Flavored Water and Nutrient-Added Water Beverages

New types of flavored and/or nutrient-added water beverages have begun to appear in stores and on food service menus. Some are simply bottled water with flavoring, others may also contain added nutrients such as vitamins, electrolytes like sodium and potassium, and amino acids. The bottled water ingredients of these flavored and nutrient-added water beverages must meet the bottled water requirements if the term \"water\" is highlighted on the label as in, for example, a product named Berry Flavored Spring Water Beverage. In addition, the flavorings and nutrients added to these beverages must comply with all applicable FDA safety requirements and they must be identified in the ingredient list on the label.
