FDA는 캔에 들어있는 고양이 사료, 봉지나 박스에 들어있는 강아지 사료나 간식들을 규제하고 있다. 애완동물사료에 관한 FDA 규정은 다른 동물들을 위한 식품의 규정과 비슷하다. FFDCA(The Federal Food, Drug and Cosmetic Act)는 동물들을 위한 모든 식품들이 인간의 음식처럼 먹기에 안전하고, 유해물질이 포함되어 있지 않으며, 위생적인 조건에서 생산하고 사실적으로 labeled 되기를 요구한다. 또한, 애완동물용 통조림 식품은 생존가능한 미생물로부터 안전하도록 저산성 통조림 식품 규정에 적합하게 (살균)제조 되어야 한다.

애완동물식품의 FDA규정

애완동물식품은 FDA에 시판 전 승인 받아야 할 필요는 없지만, FDA는 반드시 애완동물식품에 사용되는 성분이 안전하며 애완동물식품으로서 적절한 기능을 해야 한다고 강조하고 있다.

육류, 가금류 및 곡물 같은 많은 성분들은 안전한 것으로 간주되어 시판 전 승인이 요구되지 않는다. 그리고 21 CFR 582와 584규정에 의해 미네랄, 비타민 등의 영양소, 조미료, 방부제, 가공첨가제와 같은 성분들은 일반적으로 안전하다고 하는 물질 (GRAS : Generally Recognized As Safe)로 구분되어 지거나, GRAS물질로 구분되지 않을 경우 21 CFR 570, 571과 573규정에 의해 반드시 식품첨가물로 승인을 받아야 한다. 색소의 경우 21 CFR 70에서 지정한대로 사용하기 위해서 반드시 승인 받아야 하고, 반드시 73, 74, 81파트에 기재 되어있는 색소이어야 한다.

Labeling

애완 동물 식품 Labeling은 두 가지 단계로 규제되고 있다. 현재 FDA의 규정은 Label에 올바른 제품명과 순중량, 생산자 또는 유통업자의 회사명과 사업장주소를 표시하도록 하고 있다. 그리고 제품의 전 성분을 많은 함량부터 적은 함량 순으로 기재해야 한다.

Pet Food

The Food and Drug Administration (FDA) regulates that can of cat food, bag of dog food, or box of dog treats or snacks in your pantry. The FDA’s regulation of pet food is similar to that for other animal foods. The Federal Food, Drug, and Cosmetic Act (FFDCA) requires that all animal foods, like human foods, be safe to eat, produced under sanitary conditions, contain no harmful substances, and be truthfully labeled. In addition, canned pet foods must be processed in conformance with the low acid canned food regulations to ensure the pet food is free of viable microorganisms.

FDA Regulation of Pet Food

There is no requirement that pet food products have pre-market approval by the FDA. However, FDA ensures that the ingredients used in pet food are safe and have an appropriate function in the pet food. Many ingredients such as meat, poultry and grains are considered safe and do not require pre-market approval. Other substances such as sources of minerals, vitamins or other nutrients, flavorings, preservatives, or processing aids may be generally recognized as safe (GRAS) for an intended use (21 CFR 582 and 584) or must have approval as food additives (21 CFR 570, 571 and 573). Colorings must have approvals for that use as specified in 21 CFR 70 and be listed in Parts 73, 74, or 81.

Labeling

Pet food labeling is regulated at two levels. The current FDA regulations require proper identification of the product, net quantity statement, name and place of business of the manufacturer or distributor, and proper listing of all the ingredients in the product in order from most to least, based on weight.
